ACQUISITION ANALYST (Req 20 139) - Program Management Contract


Job Location: Crystal City, VA
Department: Program Management Contract


Responsibilities: Support the overall management, direction, control, and integration of program acquisition efforts for F-35 development, procurement and operations and support. Meeting support and facilitation, resource tracking, correspondence, and administrative functions. Provide support to the F-35 Directors, IPT Leaders and various procurement leaders in the development and execution of acquisition planning documents from requirements development to contract award. These efforts include planning, analyzing, and supporting procurement actions for assigned efforts. Work across multiple disciplines and functional areas.

Track all procurements in the Procurement Management Tool (PMT) or other designated tool. Support the initiation, organization and conduct of Procurement Planning Conferences (PPCs), recommending acquisition timelines and procurement approaches to the procurement leader. Support the establishment of contract schedules and documenting milestones in Procurement Planning Agreements (PPAs). Support the coordination and review of procurement documents to assure integration of applicable policies, procedures, contract provisions and data requirements for assigned programs in accordance with Service and International Partner acquisition policy and the DoD 5000 series of instructions.

Assist in the timely preparation/coordination of procurement packages/requests to include Request for Proposals, Statements of Work (SOWs), Contract Data Requirements Lists (CDRLs), Certificates of Urgency, Justifications and Approvals (J&As), and other acquisition documents. Participate in and support acquisition planning meetings. Identify and plan acquisition efforts in accordance with policies and procedures across all levels in achievement of program milestones taking into account tailoring and waiver processes to maximize acquisition system efficiency. Assist in drafting, developing, and coordinating executive level briefings, correspondence, and data calls, as well as prepare input to and coordinate staffing papers and staffing packages in response to any number of executive level inquiries.

Education: BS or BA degree from an accredited university in Business, Management or a degree relevant to the position.

Allowable Substitution: An AS or AA degree from an accredited university and an additional four (4) years of experience; or an additional eight (8) years of experience may be substituted for a BS or BA degree.

Experience: At least eight (8) years of experience in program management, technical or business analysis discipline; and included in the eight (8) years, there must be at least four (4) years of experience in program management, technical or business analysis; and included in the four (4) years, there must be two (2) years professional experience in technical efforts supporting major weapon systems and components development. At least two (2) years in support of a Major Defense Acquisition Program (MDAP).

Demonstrated experience in the program/project status and schedules. Demonstrated knowledge of Service and OSD policy and documentation related to PPBS, life-cycle management of military acquisition programs. Understanding of DoD 5000 series as well as related guidance in fulfillment of procurement requirements throughout the DoD Acquisition framework. Must have experience processing program acquisition, funding and contract documentation for military aircraft programs both domestic and international. Demonstrated knowledge of and experience dealing with DoD reporting tools and major reports. Demonstrated knowledge of programmatic functional areas such as Program Management, System Engineering, Contracts and Logistics.

Other: An Active Secret Security Clearance is required.
